The city was established by presidential decree (325/1995) and is located along Km 37 on the Cairo–Ismailia desert road. The general plan covers a total area of 16.11 thousand acres, of which 9200 acres are dedicated to an urban community, including residential areas, services, tourism, and recreation.
The housing sector comprises a total of 26 thousand housing units implemented by the New Urban Communities Authority, including medium housing, economic housing, and youth housing. Currently, there are 4416 units under construction for social housing and 4032 for medium housing. Additionally, 13 thousand housing plots are available, including villas, buildings, and domestic housing. The current population stands at 170 thousand inhabitants, with a target of 500 thousand inhabitants by 2017.
The services sector features 48 service buildings implemented by the New Urban Communities Authority, including 14 educational buildings, 9 hospitals, health centres, 8 commercial services, 9 sports halls, 13 social services, 2 communication centres, and 9 public services. The private sector has also contributed with 4 private universities, Shorouk Academy, 9 private schools, nursery schools, markets and business centres, bakeries, and 6 banks.
The utilities and infrastructure sector includes various elements. Drinking water is supplied by the 10th Ramadan plants, with a nearly finished 1400 mm drinking water line from the 10th Ramadan plant to the city and an implemented 1000 mm drinking water line from the Al Obour plant to the city. The length of the finished drinking water network is 853.6 km. Sanitation is managed by the Haikstip wastewater treatment plant, with a capacity of 27 thousand m³/day, and the first phase of a trilogy treatment plant with a capacity of 60 thousand m³/day has been implemented. The length of the finished sanitation networks is 587.1 km. A transformer station with a capacity of 100 M.F.A has been completed, with the length of finished electricity networks at 337.1 km. Road networks have been implemented with a total length of 445.9 km. The city also includes about 450 acres of green areas. Gas networks span a total length of 260 km, with additional networks currently under implementation.
Total investments amount to 5.8 billion pounds, distributed as follows: 2.3 billion pounds in the housing sector, 198.3 million pounds in the services sector, 3.2 billion pounds in the utilities sector, and 57.9 million pounds in the agricultural sector.
